Data-led workforce planning in critical operations

The challenge  Navigating complexity in workforce training pipelines

Workforce planning isn’t just about filling roles—it’s about ensuring people are trained at the right time, with the right resources, and without unnecessary delays. Many industries struggle with:

  • Bottlenecks + delays – Trainees stuck in holding patterns, waiting for courses or equipment availability.
  • Disconnected data – Difficulty linking individual training profiles with broader workforce planning.
  • Limited forecasting ability – No way to test changes mid-course or see how external factors (e.g. equipment availability, demand surges) affect outcomes.
  • Lack of real-time insights – Most planning tools rely on static spreadsheets, offering little visibility into future demand and capacity.

Our ABM-powered solution directly addresses these challenges, offering an interactive, scalable, and adaptable model that can be tailored to any workforce training environment.

How it works  Data-driven simulation for smarter decision-making

Techmodal’s Agent-Based Modelling approach simulates the entire workforce pipeline, treating individuals as agents that move through different training stages based on real-world constraints. This allows us to:

  • Visualise the full training pipeline – from recruitment through to operational readiness. Focusing on long-term trends rather than real-time fluctuations.
  • Test interventions before implementing them – adjusting class sizes, course availability, or policies to see how they impact outcomes over months and years, rather than short-term daily scheduling.
  • Identify and resolve bottlenecks – spotting where delays occur and adjusting planning to minimise waiting times, with a focus on strategic workforce management.
  • Model real-world constraints – including instructor availability, facility capacity, equipment readiness, and demand fluctuations.
  • Provide an interactive dashboard – giving decision-makers an intuitive, UI-driven way to analyse and adjust workforce planning.

Scalable solutions for Defence and beyond

While originally designed for RAF aircrew training, this approach applies to any industry that relies on structured, multi-stage training pipelines.

  • Defence – The same approach can optimise workforce and capability planning across Land forces, naval operations, and even Space-based personnel and asset management. By leveraging the Defence Data Analytics Platform (DDAP), we can integrate this model with existing Defence data platforms, ensuring a seamless and scalable solution for military training and resourcing.
  • Healthcare – Optimising the training and deployment of medical professionals, ensuring hospitals have the right number of specialists available at any given time.
  • Aviation + transport – Managing pilot, train driver, or logistics workforce training pipelines to prevent delays and ensure operational readiness.
  • Energy + utilities – Forecasting skilled workforce availability for maintaining and operating infrastructure, such as nuclear facilities or offshore wind farms.
  • Manufacturing + engineering – Ensuring enough certified technicians are available to meet production demands, reducing skill shortages and training delays.
Because our model is scalable and modular, it can be quickly adapted to new environments. Different career pathways can be added via simple input files, parameters can be updated without changing the core logic, and additional constraints (such as equipment or budget availability) can be easily integrated.

Bringing the model to life  A rapid, scalable deployment

Techmodal can deploy this solution quickly, tailoring it to specific industry needs. A working prototype can be developed in just weeks, allowing organisations to see immediate benefits. Key enhancements include:

  • Flexible Deployment Options

We can deploy this model on-premises within a client’s secure environment or host it as a managed service, ensuring scalability, security, and ease of access

  • Scenario Planning

Compare different workforce strategies side by side for long-term workforce development, rather than immediate scheduling adjustments.

  • Live dashboard

An interactive front-end for real-time scenario testing

  • Dynamic adjustments

Modify parameters mid-simulation to reflect real-world change

  • Integration with industry systems

Seamless connectivity with existing data infrastructure

  • Unlock real-time, data-driven workforce optimisation

With this technology, organisations can transition from static planning

Strategic, not real-time  Setting the right expectations

Our Agent-Based Modelling approach is designed to support long-term strategic planning rather than real-time operational adjustments. The model helps organisations understand trends, forecast workforce availability, and optimise training capacity over months and years. While it provides deep insight into future workforce readiness, it is not intended for day-to-day scheduling decisions or real-time resource allocation.

For organisations that require short-term, operational planning, this model can be complemented by real-time data integrations to provide a more immediate view of workforce availability.
